This report shows how the London Borough of Newham can be instrumental in transforming the construction industry into a greener, more circular industry, whilst also supporting high-quality jobs and unique educational opportunities for residents and newcomers alike. Developed in collaboration with Arup, this feasibility study begins with the premise that the key transformation is to shift away from the linear material use prevalent in construction today (‘make, use, discard’) and towards a circular construction economy. LB Newham is uniquely well-placed to do this. The borough already hosts significant industrial space, a young, diverse and ambitious labour market and significant ongoing real estate development, active across new build and refurbishment.

LB Newham can capitalise on these resources by supporting a Circular Construction Economy (CCE) and establishing a Circular Economy Construction Hub (CECH) that can serve the whole of London and set an example both nationally and internationally. Aside from the significant cultural and environmental benefits, this new Hub could support over 250 direct jobs (gross), and opportunities for engagement with over 10,000 students per year while generating over £6.5 in new local spend, and additional investment of up to £137m over the next 10 years.
